The State shall not discriminate against any citizen on grounds only of religion, race, caste, sex, place of birth or any of them. Nothing in this article shall prevent the State from making any special provision for women and children or for the advancement of socially and educationally backward classes.

In simple terms

The State cannot discriminate against citizens only on the basis of religion, race, caste, sex or place of birth. It can, however, make special provisions for women, children and backward classes (the basis for reservations).
