In the absence of legislation, the Court laid down binding guidelines (the "Vishaka Guidelines") to prevent and address sexual harassment of women at the workplace, treating it as a violation of Articles 14, 19 and 21.
Created the first rules against workplace sexual harassment, later codified in the POSH Act, 2013.
